DNSBench by GRC is a terrific tool to use to determine the best DNS servers for your specific location that can be downloaded here: https://www.grc.com/dns/benchmark.htm
While it was last updated in 2010, it provides quite good data and functions fine on Windows. Quoted on the main page which is implicitly true of most things: “You can’t optimize it until you can measure it” – well here’s the tool you can use to measure it, screenshot below:

In windows you can determine your DHCP server by opening a command prompt and typing “ipconfig /all“; After changing DNS servers on your router you may need to type “ipconfig /renew” or if that does not populate the newly configured servers, type “ipconfig /release” and then “ipconfig /renew”.
